The March 13th meeting of the School Advisory Council for Flanagan High School was called to order at 4:00 by Mr. Chip Osborn, assistant principal.

 

The Pledge of Allegiance was led by Judy Kiser, a BTU representative. 

 

Norms were reviewed and re-established by Carol Sheppard:

 

·        Begin and end promptly

·        No side-bars

·        No one dominates the floor

·        Police your area when you’re done

·        Food and drink provided

·        Police area when meeting is adjourned

 

Review of minutes

            Minutes were reviewed and accepted as is. 

 

Confirmation of dates and times of meetings for the 2005-2006 school year:

           

            April 24                        May 22

 

 

Discussion of Existing Objectives for the School Year 2005-2006

 

            Flanagan High School currently has six objectives listed on the SIP Plan, and they are as follows:

 

  1. By June of 2006, 50% of Flanagan High School’s 9th and 10th grade students will score at level 3 or above on the FCAT reading test.
  2. By June of 2006, 74% of Flanagan High School’s 9th and 10th grade students will score at level 3 or above on the FCAT mathematics test.
  3. By June of 2006, 72% of Flanagan High School’s 10th grade students will score at level 4 or above on the FCAT Writes as prescribed by the DOE.
  4. By June of 2006, 55% of Flanagan High School’s 9th and 10th grade students previously scoring Level 1 or Level 2 on the school’s FCAT will demonstrate annual learning gains as described by the rule on the reading portion of the FCAT.
  5. By June of 2006, Flanagan High School’s 11th grade students will achieve a mean score of 305 or above on the FCAT science test (since levels 1-5 have now been established, this should be changed to a level 3 or higher).
  6. By June 2007, Flanagan High School will show evidence of personalization of student learning through the institution of smaller learning communities.

 

Discussion of Additional Objectives for 2006-2007

 

            There was no input as to what changes to the SIP should be implemented for the following school year.  SAC members are asked to bring ideas to the next meeting.

 

School Advisory Forum Issues

 

       Gwen Lipscomb did not have a report this time, but she plans to have one for the next meeting.

 

New Business

 

            There was no new business.  Members stayed for the waiver meeting which followed.

Introduction of Waivers

           

            Flanagan is presenting two waivers to SAC.  The first waiver requested an additional six early release days for the following school year for the purpose of school reform.  The dates requested are as follows:

 

9/21/06            10/26/06          11/16/06          1/25/07            2/15/07            3/22/07

 

Please refer to the handout distributed at the meeting for the following corrections:  The rationale (number 4) of the presented waiver amended the line “improve FCAT scores” to “improve high stakes testing scores” ; under baseline data, “Use of Technology,” the addition of a parent link and school website and teacher WebPages was made;  for staff development workshops (number 7), “six days of two, one-hour meetings” was changed to include “or two hour sessions as needed.” 

 

SAC members voted in favor of this waiver 15 to 1.  This waiver will be presented to the faculty and must receive 66 2/3 of the faculty’s approval in order to pass.

 

            The second waiver presented to SAC concerned the additional of an academy class.  This class would be held once or twice a week for fifteen minutes.  In this class, attendance would be taken and students would receive mini-workshops about issues affecting them.  They would ideally come to see their academy teacher as a mentor, for this teacher would remain constant throughout their 10th – 12th grade years.

 

SAC member voted against this waiver by a vote of 9 to 5.  This wavier will not be presented to the faculty for approval.
