themes, determine students’ background, interests, concerns, prior experience,
and level of literacy in their native language.

After selecting a theme,
identify content and language objectives that integrate literature, composing,
and oral language experiences.

Teach learning strategies
that assist students in comprehending text and in expressing their ideas in
written form; model, teach, and have students practice and discuss strategies
for each stage of reading and writing.
